The state has sovereignty over its platform, but this does not mean that it will act upon it

Chapter 16 — Sovereignty • Paragraph 3 • §16.00.03.00

Of course, while the state is able to control any processing on its information platform, it will not of its own accord act upon this, because the state has no will (in the meaning of consciousness, see §11.00.08) of its own. It is able to exercise control naturally, because it created the platform; it has no will (let alone a purpose) either to create the platform or to control the processing by any Being on it, but at the same time it cannot not do it—the state cannot avoid exercising control. Control over its information platform comes as the natural result of its creation (see §06.00.04). It is not the result of any conscious action by the state. The state has sovereignty over its platform, meaning that it can control all information processing on it, but this does not mean that it will actually act upon this control in any particular manner.
