Chapter 02 — Beings, Paragraph 9.1 (§02.00.09.01)

As noted previously, organisations need ‘their’ individuals. Without them an organisation ceases to exist, that is, it is no longer able to process information and it becomes a Thing. The same is true of states: a state without any citizens ceases to exist—it becomes a Thing (see §10.00.02 and §15.00.04).
