Chapter 15 — State succession, Paragraph 4.1 (§15.00.04.01)
Neither loss of legitimacy nor of sovereignty (indeed, as legitimacy can exist without sovereignty, this is even less of an issue) is the same as state death. A state may no longer be legitimate (let alone, sovereign), but it may continue to function, that is, to execute the three processing operations necessary for its citizens.
