States and individuals’ (their citizens’) interests are aligned, not conflicting. From this point of view there is no confrontation between individuals (citizens) and their states. The state does not confront its citizens, in fact it lives in them. It is the government that may appear confrontational to some, or even to the majority, of a state’s citizens, not the state itself (see §12.00.08).
